GovTech Lab UA is the first open innovation program in Ukraine designed to solve public sector challenges through modern digital technologies. It is implemented by the Global Government Technology Centre Kyiv with the support of the Ministry of Digital Transformation of Ukraine, the World Economic Forum, and the Swiss-Ukrainian EGAP Program, implemented by the East Europe Foundation.
Goal: to accelerate the creation, testing, and implementation of innovative digital solutions in Ukraine’s public sector.
Who can apply: startups (Series A+) and IT companies from Ukraine and around the world that are ready to collaborate with government institutions to address real public challenges.
Opportunities for participants:
- up to €150,000 in funding;
- access to government institutions and direct collaboration with officials;
- opportunity to pilot solutions in real-world settings;
- support for scaling and user analytics;
- networking within the global GovTech community.
Focus challenges for 2025:
- Automating the provision of legal consultations to citizens (Ministry of Justice);
- Increasing transparency and efficiency in urban planning and architecture (DIAM);
- Ensuring transparency and effective tourism management to support community development (DART).

Goal: to support early-stage tech startups in scaling their projects and strengthening Ukraine’s startup ecosystem.
Who can apply: teams at the pre-seed and seed stages.
Funding:
- up to €20,000 for pre-seed startups;
- up to €40,000 for seed-stage teams.
Focus areas:
- Deep Tech: AI, biotech, medtech, robotics, quantum tech, IoT, cybersecurity, space tech, electronics, 5G, Web3, etc.
- Green Tech: renewable energy, clean technologies, and environmental sustainability.
- EdTech: digital education tools and transformative learning technologies.
The program is implemented by the Ukrainian Startup Fund under the EU4Innovation East project, financed by the EU, co-financed by the Government of France, and implemented by Expertise France.

The Alliance of Democracies Foundation is accepting applications for the Democracy Tech Entrepreneur 2026 program — an opportunity for innovators developing technologies that strengthen democratic processes in Ukraine, Moldova, Georgia, and Armenia.
How to participate:
- win your national Democracy Tech Hackathon (in Ukraine, it will take place on November 7, 2025);
- or apply directly if your democracy-focused solution is already in development.

- six months of mentorship from technical experts;
- $10,000 in funding to enhance and scale your solution;
- the opportunity to present your project to democratic leaders from over 70 countries at the Copenhagen Democracy Summit 2026.
