Year-end reflections are traditionally about taking stock. For the Transcarpathian IT Cluster, 2025 became a year of active work and a strengthened role of IT in the region’s development. We gathered key figures and facts about the state of the industry in the region and outlined the team’s results over the past year — and there were many.
This summary is first of all about people, projects, and real impact on the region’s well-being. Today, the IT industry remains one of the key pillars of Ukraine’s economy — and of Transcarpathia in particular — demonstrating resilience and a consistent contribution to state and local budgets, even in the fourth year of the full-scale war.
The IT sector in Transcarpathia shows a clear positive trend:
- In 2023, tax revenues from the IT sector amounted to UAH 179 million, accounting for 1.8% of the region’s total tax revenues.
- In 2024, this figure increased to UAH 227.8 million, with IT’s share rising to 2.3%, indicating the growing role of the technology sector in the regional economy.
- In the first 9 months of 2025, the IT sector has already generated UAH 175 million in tax revenues for the local budget, allowing us to forecast further growth by year-end.
These data are based on information from the State Tax Service as of October 2025 and cover key IT-related NACE codes, including software development, consulting, data processing, and software publishing.
Another indicator of resilience is the industry’s human capital, which remains substantial. According to the IT Research Ukraine 2025, Ukraine currently has around 303,000 IT specialists.
In Zakarpattia, there are over 4,100 IT professionals and 27 offices of IT companies operating in the region.
An important socio-economic effect is employment multiplication: each employed IT specialist creates and sustains an average of 2.7 jobs in related industries.
The median salary of developers in Transcarpathia is $2,500, a competitive figure close to the national median of $2,700 in 2025.
In 2025, the IT Cluster demonstrated strong activity in developing the community, education, innovation, and cooperation between business and local authorities.
Throughout the year, 23 open-format events and 8 webinars were held, bringing together over 900 participants and more than 40 speakers from various areas of the IT industry.
Our biggest events this year were two flagship initiatives:
- Future Code: AI — the largest tech conference in the region. This year it was dedicated exclusively to artificial intelligence technologies and their impact on business processes, education, professional development, and the labor market.
- SVOIE.IT — a conference aimed at promoting Ukrainian technology products and showcasing the potential of the regional IT sector.
Another project that remains strategically important for the country is Drones of Transcarpathia. It includes training courses for unmanned aerial vehicle (UAV) operators as well as local drone manufacturing. Since the project’s launch, we have trained 16 groups. More than 80 graduates have received certificates confirming completion of the program. Currently, the Cluster remains the only school for UAV operation certified by the Ministry of Defence of Ukraine.
An important element of our ecosystem has been the IT.CT Connect loyalty program, which has brought together over 25 partners and 200 users, creating additional value for cluster members.
A significant role in community development is played by our Vector Space hub — a modern 386 m² venue featuring 46 workstations, 3 meeting rooms, and a conference hall. The space has become a focal point for teams, events, and educational initiatives. We delivered this project in 2025, and it stands as one of our most impactful achievements of the year.
As we can see, the IT industry is a key driver of economic growth, a source of stable budget revenues, high-quality jobs, and innovation. The activities of the Transcarpathian IT Cluster in 2025 confirm its role as a catalyst for regional ecosystem development — bringing together business, education, infrastructure, and security initiatives into a unified long-term development strategy.
